Accountability for Bands
Bands issued to master permit holders remain the property of the U.S. and Canadian governments until they have been placed on birds. The holder or the "responsible individual" of the master permit to whom the bands are issued is responsible for the bands until the data resulting from their use are reported, they are returned to the U.S. or Canadian Banding Offices, or the appropriate Bird Banding Office approves their transfer to another permittee. Unused bands must be returned to the banding office from which they were obtained when they are no longer needed.
The holder or “responsible individual” of master permits may not sell, exchange or transfer any bird bands to unauthorized banders or the general public. All transfers to authorized banders must be communicated to the appropriate banding office prior to the transfer of bands.
Permittees are responsible for keeping records accounting for the use of all bands they have received. These banding records will be submitted to the appropriate banding office in accordance with their respective band reporting requirements. Failure to provide these data is sufficient justification for revocation of the banding permits.
